APTEL upholds OERC’s order on termination of distribution licences

The Appellate Tribunal for Electricity (APTEL) has upheld the Odisha Electricity Regulatory Commission’s (OERC) order on the termination of licences for three state discoms because of poor performance and financial distress. OERC had cancelled the licences of Western Electricity Supply Company of Odisha Limited, North-Eastern Electricity Supply Company of Odisha Limited and Southern Electricity Supply Company of Odisha Limited in March 2015 which was later challenged by the discoms in APTEL. The discoms have been under an administrator appointed by the OERC for the past two and a half years, after dilution of stakes in the firms by Reliance Infrastructure.
