MoP introduces General Network Access under new transmission planning rules

The Ministry of Power (MoP) has notified the Electricity (Transmission System Planning, Development and Recovery of Inter-State Transmission Charges) Rules, 2021. The new rules introduce a system of transmission access called the general network access in the inter-state transmission system. This will provide flexibility to the states and generating stations to acquire, hold and transfer transmission capacity as per their requirements. To take transmission access, power plants will not have to specify their target beneficiaries. The rules will thus allow state discoms and transcos to determine their transmission requirements and build them. The states will also be able to purchase electricity via short-term and medium-term contracts and optimise their power purchase costs.
