The MoP has formulated and released guidelines for planning of communication system schemes for the ISTS. The objective of the guidelines is to help in efficient, coordinated, smooth, economical and uniform planning of communication system schemes for the ISTS. The guidelines define the categories of communication system schemes for the ISTS (Category A and Category B) and the corresponding approval procedures. Category A covers communication system schemes directly associated with the new ISTS as well as those that are incidental due to implementation of new ISTS elements, while Category B covers the upgradation/modification of existing ISTS communication systems with respect to missing links, system strengthening, capacity upgradation, completion of life of existing communication system elements, standalone projects such as cybersecurity and unified network management systems, and adoption of new communication technologies.
