Electricity (Amendment) Bill, 2022 introduced in Lok Sabha, referred to Standing Committee

The Electricity (Amendment) Bill, 2022, which was introduced in the Lok Sabha, has been referred to the Parliamentary Standing Com­mit­tee on Energy. The bill seeks to facilitate the use of distribution networ­ks by all licensees under provisions of non-discriminatory open access with the objective of enabling competition, and enhancing efficiency of distribution licensees for improving services to consumers. It aims to strengthen the functioning of the National Load Despatch Centre for ensuring the safety and security of the grid. It seeks to enable the management of power purchase and cross-subsidy in the case of multiple distribution licensees operating in the same area of supply. Further, it seeks to amend Section 62 of the Electricity Act, 2003 so as to make provisions regarding graded revision in tariff over a year, mandatory fixing of a maximum ceiling as well as a minimum tariff by the appropriate commission, etc.
