The Ministry of Petroleum and Natural Gas has released the draft Petroleum and Natural Gas Rules, 2025 for stakeholder consultation. The draft aims to enhance ease of doing business, increase investor confidence and ensure environmental sustainability. Key reforms include a stabilisation clause protecting lessees from future fiscal policy changes, mandatory infrastructure sharing for third-party access, integration of renewable energy projects within lease areas, and introduction of protocols for emission monitoring and carbon capture. The draft also enforces data ownership by the Government of India, and proposes a dedicated authority for dispute resolution and compliance enforcement.
